How can I tell my boyfriend I don’t want him to spend much on me for valentines day?

For christmas my boyfriend bought me a white gold necklace that was really pretty but i later found out was really expensive and his mom told me that he begged her to let him borrow some money so he could buy it so then i felt bad and i didn’t tell him his mom said that. so now we were talking about the future and if he does get me more jewelry i have a feeling a promise ring will be next but i always thought it was the thought that counts and would be way happier if he got me like a $5 or less teddy bear instead of him being broke!! how can i tell him without hurting his feelings or making him feel bad? should i even tell him what his mom said cuz i know he’ll get upset at her about that

I think you should just tell him once, “You really don’t have to spend that much on me!” and then whatever else he does you can’t control.
